Chinese authorities have issued an implementation guideline to accelerate the development of the science and technology services industry.

    The guideline aims to expand service entities, optimize the development ecosystem, and enhance service capabilities, thereby accelerating the commercialization and industrialization of sci-tech achievements and supporting the integration of technological and industrial innovation.

    According to data from the Ministry of Industry and Information Technology (MIIT), the science and technology services industry has sustained rapid growth in recent years. In 2024, the nationwide transaction value of technology contracts reached 6.8 trillion RMB, up 11.2 percent year-on-year, marking the eighth consecutive year of double-digit growth.

    The cross-border technology service network has also been expanded. In 2024, the national technology export volume increased by 8.8 percent year-on-year, mainly concentrated in emerging fields such as biomedicine, new energy and new materials. Key technology transfer institutions facilitated 968 international technology transfer projects, with a total transaction value of 18.16 billion RMB.

    China's science and technology services industry has entered a new development phase, aiming for both scale growth and quality improvement, said Wei Wei, director of the Science and Technology Department of MIIT, adding that the deep integration of technological and industrial innovation demands high-quality services.

    Looking ahead, the guideline proposes comprehensive measures across critical areas including R&D, technology transfer and commercialization, enterprise incubation, technology promotion, testing and certification, science and technology finance, intellectual property, science and technology consulting.

    These measures will focus on accelerating industry transformation and innovation, deepening the integration and application of new-generation information technologies, promoting advanced green technologies, and fostering high-end, intelligent, green and integrated development of the science and technology services industry.

    In addition, measures to optimize the development ecosystem include: nurturing and expanding specialized professional service providers with market orientation and platform-based models; developing an integrated technology market with improved policy environments and a unified national technology transaction service platform.

    Lv Xianzhi, director of the Torch High Technology Industry Development Center of the MIIT, said the next step will be to improve the basic systems for the technology market, such as the registration of technology rights, transaction standards and property rights protection.

    The guideline also calls for strengthening the formulation of standards, building a professional talent pool with comprehensive mechanisms for recruitment, training and incentives, as well as promoting clustered development of the science and technology services industry.
