China has issued an action plan to accelerate digital and intelligent supply chain development. The action plan, jointly issued by the Ministry of Commerce and seven other departments, advocates adopting cutting-edge technologies and makes systematic arrangements for supply chains.

    By 2030, replicable models for digital and intelligent supply chain will be established, with deeply embedded, intelligent and self-supporting systems operational across the country's major industries and key fields. Around 100 national leading enterprises will be refined in the digital and intelligent supply chain sector by 2030.

    The action plan focuses on five major areas.

    The agricultural supply chain organization is to be improved by developing smart agriculture, promoting high-quality rural e-commerce, supporting agricultural supply chain service providers and building digital-intelligent commodity markets.

    In terms of manufacturing industry, a batch of smart factories and supply chains will be built, coordinately manufacturing digital transformation initiatives implemented, and AI-powered new industrialization projects carried out.

    The supply chain integration capabilities of the wholesale industry will be improved by providing comprehensive services including raw material procurement, warehousing and logistics, product marketing, supply chain finance, and renewable resource recycling for upstream and downstream clients and industrial clusters.

    The plan also proposed to optimize the supply level of the retail supply chain by supporting retailers in using digital and intelligent technologies to integrate omni-channel information, guiding "customized + flexible" production models to improve product supply levels.

    Meanwhile, the overall social logistics costs are to be reduced by promoting the integrated development of logistics with industry, trade and consumption. Smart warehouses, automated guided vehicles, and unmanned delivery vehicles will be popularized,  supporting coordinated development of trade, ports and shipping.

    In addition, the action plan also outlines 10 main tasks, with the purpose of cultivating leading enterprises, promoting transformation in supply chain management services and deepening integration with modern industries in digital and intelligent supply chain sector.

    The tasks also focuses on upgrading technical service standard systems, advancing data trading of supply chains, ensuring the security of data flow of supply chains, creating cross-sector coordination mechanisms, and developing specialized talent. Enterprises are encouraged to create the posts of chief supply chain officers and chief data officers.

    The plan notes that digital-intelligent transformation will enhance supply chain efficiency, reduce costs, and improve resilience, contributing to China's broader economic modernization goals.
