The Cyberspace Administration of China, the Ministry of Agriculture and Rural Affairs, along with two other departments, have jointly issued a policy document in regard to the key tasks for digital village development in 2025. The policy aims to promote increased agricultural efficiency, greater rural vitality and higher farmer incomes.

    The policy deploys key tasks in nine areas. Under the task of consolidating the foundation for digital rural development, it includes improving rural network infrastructure, accelerating the digital and intelligent transformation of rural infrastructure, and promoting the integration and sharing of agricultural-related data resources.

    Improving digital support for food security and strengthening online assistance measures to prevent rural residents from slipping back into poverty, are non-negotiable in the process of digital village development.

    To accelerate the development of smart agriculture, it is necessary to promote the innovative application of smart agricultural technology and equipment, and enhance the digital level of the entire agricultural industry chain.

    Promoting the digitalization of rural cultural and heritage resources, and increasing the digital supply of rural public cultural services are powerful measures to develop rural digital culture.

    In addition, the key tasks have five other components, including strengthening new industries and new business forms in rural areas, improving the effectiveness of rural digital governance and deepening inclusive digital services in rural areas, involving rural e-commerce, rural ecological and environmental protection supervision and expanding the talent pool in the process of building digital villages.

    The policy document indicates that by the end of 2025, the role of digital technology in ensuring national food security and preventing a large-scale return to poverty will be more prominent. The 5G coverage rate of administrative villages nationwide will exceed 90 percent and the Internet penetration rate in rural areas will steadily increase. By that time, the informatization rate of agricultural production will further improve, while online retail sales of agricultural products will continue to grow steadily.
