China will promote integrated advancements in technological and industrial innovation, according to this year's Government Work Report submitted to the national legislature for deliberation on March 5.
The report reviews the government's work in the past year and highlights the major efforts that have been made to promote innovation-driven development and upgrade the industrial structure.
In 2025, China will develop new quality productive forces in light of local conditions and accelerate the development of a modernized industrial system, according to the major tasks outlined in the report.
The transformation and upgrading of traditional industries will be promoted, emerging and future industries will be fostered, and the creativity of the digital economy unleashed, said the report.
Demonstration initiatives will be carried out on large-scale application of new technologies, products and scenarios. Safe and sound development of commercial space, the low-altitude economy and other emerging industries will be promoted.
A mechanism will be established to increase funding for future industries and foster industries such as biomanufacturing, quantum technology, embodied AI and 6G technology.
The report underlines that the strategy to invigorate the nation through science and education and boost the overall performance of the innovation system will be fully implemented.
The country will move faster to build a high-quality education system and improve self-reliance and strength in science and technology. The overall caliber of talent will be enhanced.
The strengths of the new system will be leveraged for mobilizing resources nationwide to intensify the push for breakthroughs in the core technologies of key fields and R&D advancements in frontier and disruptive technologies.
They will also be leveraged to accelerate the implementation of major sci-tech projects and forward-looking planning for them.
A greater share of sci-tech expenditure will be allocated to basic research, while the dominant position of enterprises in technological innovation will be reinforced.
Intellectual property rights protection will be improved and broader sci-tech opening up and cooperation embraced.
China has proposed the Global AI Governance Initiative to help bridge the technological divide and prevent sci-tech innovation from becoming a game of the rich countries and the wealthy, Lou Qinjian, spokesperson for China's national legislature, said at a press conference on March 4.
