In a village in China, after the livestock and poultry are vaccinated, the epidemic prevention officer clicks on a mobile phone App to complete the information filling and reporting. The App can be used to check the immunization information on animals and birds in the past three years.

    This is a paperless epidemic prevention system and electronic certificate system developed by Chinese company Xinjiang Qisehua Information Technology Co., Ltd., which is being used in more than 10,000 villages in Xinjiang Uygur autonomous region in northwest China.

    The software attracted many participants from Shanghai Cooperation Organization (SCO) countries who want to promote the smart system in their countries and came to China to receive training in using the App.

    China has taken many other concrete actions to promote digital cooperation among SCO fellow members, and the results in recent years have been impressive.

    First of all, supportive policies were made to build a cooperation mechanism. China promoted the signing of the SCO Conception on Digitalization and ICT Cooperation and the Statement of the SCO Heads of State Council on Cooperation in the Field of Digital Transformation, established a working group on the digital economy, and clarified priority areas for cooperation.

    Then digital cooperation platforms were built, such as the China-Shanghai Cooperation Organization Big Data Cooperation Center to promote cooperation in the digital field and accelerate digital industrialization. At the national level, the Digital Technology Platform, a comprehensive cooperation mechanism for SCO members, was established in 2023.

    By sharing technology and experience, China is helping other SCO members to improve their digital infrastructure, narrow the digital divide, and ensure that all of them can enjoy the opportunities brought by digital economy.

    China has invested in the China-Kyrgyzstan-Uzbekistan cross-border optical fiber cable and China-Russia data channel as well as helped construct them, which has reduced regional network latency by 40 percent and significantly improved data transmission efficiency.

    In terms of digital technologies and innovation, the cooperation involves AI, the Internet of Things and blockchain, which has enhanced the digital innovation capabilities of member countries and promoted the wide application of digital technologies in industry, transportation, agriculture, health, education and energy.

    In terms of digital trade and e-commerce, the China-SCO Local Economic and Trade Cooperation Demonstration Area has built a cross-border e-commerce ecosystem, and launched a "Silk Road E-commerce" comprehensive service base to facilitate cross-border settlements and customs clearance.

    In cybersecurity, the bloc has strengthened cooperation on digital security to ensure regional security and development, and deal with new security threats such as cross-border data leakage and cyber terrorism.
