China will safeguard its grain security with sci-tech innovation as an important driving force, according to this year's "No. 1 central document" released on February 23.

    The blueprint document is the first policy statement released by China's central authorities each year. It emphasizes the importance of coordinated efforts to make breakthroughs in agricultural technologies. It calls for sci-tech innovation to pool advanced production factors and develop new quality productive forces in agriculture in light of local conditions. The cultivation of leading high-tech agricultural enterprises is also on the agenda.

    Seed breeding is a key point of China's agricultural technological innovation, said Han Wenxiu, executive deputy director of the Office of the Central Committee for Financial and Economic Affairs.

    The document emphasizes accelerating breakthroughs in seed varieties through key agricultural research platforms to advance the industrialization of biological breeding, such as the Nanfan Scientific and Research Breeding Base in south China that has developed over 70 percent of China's new crop varieties.

    Collaborative research should be promoted to improve the overall efficiency of agricultural sci-tech innovation, while breakthroughs should be accelerated in core technologies and seed breeding, Han said.

    The development of smart agriculture will be supported and the application scenarios of AI, big data and low-altitude technologies expanded.

    China will promote high-quality development of agricultural machinery and equipment, accelerate research and development on them and their application, and replace old and worn-out machinery, the document added.

    The Ministry of Agriculture and Rural Affairs subsequently said the scope of subsidies for replacing old and worn-out agricultural machinery will be expanded and subsidy levels raised in 2025.

    To truly modernize agriculture through sci-tech innovation, it is essential to promote practical technologies in every village and household, and the agricultural infrastructure should be upgraded as well, Han said.
